Letter to Leader of the Vale of Glamorgan Council

The Barry Waterfront Residents Association (BWRA) submitted a formal letter on the 8 September to the Leader of the Vale of Glamorgan Council , raising urgent concerns on behalf of residents. The letter was also sent to Cllr. Nic Hodges, Cllr. Mark Hooper, Cllr. Steffan T. Wiliam, Cllr. Millie Collins and Cllr. Pamela Drake.

Please note, as of the 13 October the BWRA have yet to receive a response from the Leader of the Council.

Summary of the key issues

The letter follows the BWRA General Meeting held on 17 July 2025, where several key issues were discussed:

1. Engagement with the Consortium

Residents report limited communication from the Consortium (Barratt Homes, Persimmon Homes, and Taylor Wimpey), with many complaints going unanswered. Concerns include:

  • Delays in completing works

  • Poor construction quality

  • Breaches of planning and contractual obligations

  • Lack of transparency and accountability

BWRA has requested:

  • Access to meeting notes between the Council and the Consortium

  • Resident representation at these meetings

  • Transparency under relevant legislation

2. Housing Associations and Private Landlords

Residents raised concerns about:

  • Property conditions deemed prejudicial to health or nuisance

  • Antisocial behaviour impacting community wellbeing

BWRA seeks:

  • A list of Housing Associations managing properties on the Waterfront

  • A collaborative framework for addressing tenancy breaches and property standards

3. 20 Million Levelling Up Fund

BWRA welcomed the Council’s successful bid for the Levelling Up Fund, which positioned the Waterfront as central to regeneration plans. However, the reported withdrawal of Associated British Ports from the Marina project has raised questions about:

  • How the £20 million will now be invested

  • What impact this will have on promised developments

BWRA respectfully asks for:

  • A summary of the Council’s current position and expectations of the Consortium

  • Details of any bond held in relation to the development

  • Direct meetings between residents and Council leadership
